Construction of housing was one of the most important promises of Seyed Ebrahim Raisi’s government. In his election slogans, he promised that he would build one million housing units a year. The slogan of reducing housing prices and shortening the time for citizens to get a house was one of the important slogans of the government’s policy.

In this regard, the Ministry of Roads and Urban Development launched one of the most important four-year programs of the government. A plan known as the “National Housing Movement” is supposed to build four million new houses in Iran under the policies adopted by the government and to correct the market prices. In the first week of October 1401, the Director General of Roads and Urban Development of Tehran province announced that the conditions for the payment of the 600 million housing loan have been met.

Khalil Mohabbatekhah , Director General of Roads and Urban Development of Tehran province, says in this regard:

“All those who intend to build in Tehran city can use facilities up to 600 million tomans with a repayment period of 20 years and benefit from the privileges of this plan in the form of the National Housing Movement Plan.”

The reason for considering these special conditions in Tehran is that Tehran is the only city in which no government project is implemented in the “National Housing Movement”. For this reason, the Ministry of Roads and Urban Development has decided to encourage people to build in this metropolis, which has special relations, by implementing the government project of housing construction, and in return, it will provide conditions and facilities to make the work easier for the builders.

In line with these policies, Mohabbateh’s organization also says:

Considering that there are no government projects in the form of the national housing movement in Tehran, the government has decided to pay the private sector for self-ownership facilities in this area. The ceiling for construction loans in Tehran is 600 million tomans and is granted to industrial projects that use new technologies. 450 million Tomans of facilities will be paid to other builders.

What are the conditions for receiving a 600 million housing loan?

According to the Ministry of Roads and Urban Development, this loan is granted to all those who intend to build in Tehran. The interest rate of this loan is 18%.

In order for a builder to be eligible to receive a loan of 600 million tomans, he must use modern technologies in the construction of housing, otherwise the loan will be reduced from 600 million tomans to 450 million tomans.

The Ministry of Roads and Urban Development has included this loan for half-finished buildings. That is, even if you have a half-finished building under construction, you can apply for this loan. The most important feature of this loan, which is an important point for it, is its repayment period.

According to the agreements made with Maskan Bank, the recipients of this loan can repay this loan within a period of 20 years. Also, discounts have been considered in the process of issuing building permits, engineering system services, insurance and taxes. In this way, the circulars approved by the Supreme Housing Council include the status of this group of builders.

The Ministry of Roads and Urban Development has also announced that after the completion of the self-owned units, the builders have the authority to hand over the units to the people of their choice who have a green “C” form. Otherwise, the Department of Roads and Urban Development of Tehran province will introduce qualified people to them. In this way, the possibility of housing supply in Tehran is provided in the form of the national movement in the form of self-ownership.

National housing movement and government facilities for becoming a homeowner

Seyed Ebrahim Raisi announced in his election promises that he plans to build one million housing units a year. In this way, at the end of the first four years of his presidency, four million houses will be built and delivered to the citizens.

He believes that with this intervention of the government in the housing market and increasing the supply of houses, he can break the current situation of prices and help the middle class and the less privileged class to get closer to owning a house.

Since this promise created a lot of expectation in the society, they entrusted the process of building housing to the Ministry of Roads and Urban Development in a national program, so that the national housing movement can be keyed. In this regard, the Ministry of Roads and Urban Development plans to advance the process of building houses by adopting six important strategies. These six important programs of the National Housing Movement are:

  • Stimulation of demand in worn tissues
  • Construction of residential units for the first to third deciles
  • Construction of housing for the middle class with partial government support
  • Construction of rural residential units
  • Rental housing (for the first time in the country, 150,000 rental residential units will be built.)

Eligible people to become housewives

Also, in this plan, the following people have been recognized as eligible to become homeowners through the National Housing Movement:

  • Applicants must be married or if they are single they need to follow the rules. Applicants are either married men who are the head of the household or women are considered to be the head of the household.
  • Applicants should not have used any government facilities, administrative facilities and organizational plans to become homeowners.
  • Individuals must be natives of the registered city. It means that the applicant has lived in the requested city for at least five years or was born and resides there.
  • No residential property should be in the name of the registrant from 2004 onwards.
  • The person must be able to pay the installments of the national housing loan and the required advance payments and deposit the amounts on time.
  • It is necessary for none of the applicants to be involved in financial cases such as bounced checks or legal prohibitions of the impossibility of transactions.

The Ministry of Roads and Urban Development has considered the amount of monthly installments of the National Housing Movement Plan for low-income groups in different regions of the country between 1,800,000 tomans and 3,200,000 tomans. He has estimated the amount of installments for middle groups between 2,300,000 and 4,200,000 tomans.
